The questionnaire survey approach, identified leadership, organisational commitment, management commitment, safety training and resource allocation as the practices that embed safety culture into the organisational culture. The sample for the study was selected from the total population of Grade 7 registered contractors but was limited to those building contractors in the area of Klang Valley. Hence, the objective of this paper is to identify the behavioural factors’ of safety culture for the Malaysian construction companies. Defining safety culture, based on behavioural factors frees us to include a host of behaviours as part of the puzzle that creates the cognitive construct of organisational culture. Modifying behavior and to encourage safe behavior is the key element of a good safety program. The construction industry must have a safety culture in order to reduce number of accidents, fatalities and injuries that involves workers and properties. Safety culture is an alternative for encouraging competition at any level. This paper will discuss the conceptual framework of the development of safety culture in the construction industry, known as one of the dangerous industries but which can still provide a safe working environment thus offering a safe and promising career. The efficient safety culture and safety management system should be shown to the public, and as well as healthy and safety in environmental value business. An efficient safety management system ought to be based on the safety awareness that should become a culture in the construction industry involving all the parties. Safety and health culture are more related to workers' safety practices. Study shows that an accident and injury at the worksite is often the result of workers' behaviour, work practices or behaviour and work culture. Factor involved include human behaviour, different construction sites, the difficulties of works, unsafe safety culture, dangerous machinery and equipment being used, and non-compliance to the various set procedures. The nature of most accidents at the construction sites shows that the construction industry is unique. That identifies safety culture dimensions which are necessarily built in the level of both corporation and project such as managerial leadership, contract system, policy, strategy, process, cost, people, value and behavior (ii) Identifying the safety culture dimensions at the construction industry in Indonesia The research result presented that OSH standard implementation based on both areas and company qualifications was still in the unsafe condition with the score under 50%. This study was conducted in the objectives of (i) evaluating the OSH standard implementation in the construction companies in Indonesia. On the other hand, facing the era of ASEAN Economic Community (AEC) Indonesian contractors are demanded to increase their competitiveness in which one of their projects runs with zero accidents.
The data in the field, in fact, shows that the level of accidents on construction projects in Indonesia is notably poor. The factor of safety culture in construction industry gives a profound influence to the economic and social condition of a nation by which that affects its competitiveness. The most influential dimensions are leadership and the value of safety among the workers to developing safety culture and expected to be applied to public and private companies in Indonesia. The results are ten safety culture dimensions in foreign construction companies in Indonesia and 16 relationships that are significant relationship in developing safety culture in foreign construction company.
